- Black tissue paper cut into ~ 4"x8" rectangles
- Black tulle cut into ~ 6" strips
- Miniature witch hats
For the Broom Lollipops:

- Natural or kraft-colored cupcake liners
- Twine or natural jute string cut into ~4" lengths
Step-by-Step Witch Broom Lollipop Tutorial
Set Up Supply Stations
Since there are specific materials used for the two types of lollipops, I like to set up a "witch" supplies station and a "broom" supplies station.
Creating the Witch Lollipops
Now for the fun part - making the adorable witch lollipops!
Step 1: Place a lollipop in the center of a black tissue rectangle. Gather the tissue just below the candy and twist it around the lollipop stick, creating a little witch "body" or dress. The tissue will naturally drape down around the stick!
Step 2: Place a strip of black tulle behind the lollipop, just below the candy, and tie tightly to secure the tissue paper. Instant witch cape! Make sure it's secure but not so tight that it tears the tissue.
Step 4: Place a miniature witch hat on top of the lollipop!
Creating the Broom Lollipops

Step 1: "Close" the cupcake liner and flatten it: it should look like a flat half-circle.
Step 2: Place the lollipop candy in the middle of the flat half-circle, and then fold each side of the cupcake liner over the lollipop.
Step 3: Twist the cupcake liner gently around the lollipop stick, forming a full, rounded broom shape!
Step 4: Take your pre-cut twine and wrap it tightly around the gathered cupcake liner. Tie a secure double knot or a bow.
